Scope note

  • According to the Geneva Convention of 1951, refugees are persons "who are outside their country or origin and unable or unwilling to return there or to avail themselves of its protection, owing to well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group, or political opinion." Legal definitions such as the above, however, fail to capture the multiplicity of refugees and migrants in history. In this sense, refugees can be regarded as persons who flee their domicile because of persecution, ethnic cleansing, expulsion, natural catastrophes, and dire economic or environmental conditions that render social reproduction or even mere survival impossible.
