Scope note
- Expert and interpreter of the Muslim holy law. The muftis issued legal opinions (fetvas) on particular cases. Although they were not binding for the decisions of the court, the legal opinions carried weight in the handling of the eventual cases. In the Ottoman Empire the state established the office of grand mufti (Shaykh al-Islām). His legal opinions were particularly important for the legitimation of state policies.
